Changes to Transit Declarations in Belgium (NCTS Phase 5)

The upcoming changes in the New Computerised Transit System (NCTS Phase 5) will come into effect in Belgium from January 21st 2025. These updates are part of the EU's effort to modernize and harmonize customs processes across member states and participating countries. Below is a summary of the key changes and what they mean for you.

Key changes with NCTS Phase 5: 

  1. Expanded Data Requirements:

    More detailed information is required for declarations, including consignor and consignee EORI numbers, HS codes, and packaging details.

  2. Mandatory Digital Submissions:

    All declarations must be submitted electronically in accordance with the latest EU Customs Data Model (EUCDM) standards.

  3. Enhanced Risk and Security Controls:

    Additional safety and security data must be included, such as container seals and transport details.

  4. Use of Harmonized Codes:

    Accurate and standardized HS codes (minimum 6 digits) and packaging codes are now required for better traceability and compliance.

What do the NCTS5 changes mean for me? 

  • Updated Data: Ensure your shipment details include all required information, such as EORI numbers, detailed goods descriptions, seal number of container and correct HS codes.
  • Orders: Verify that your orders are up to date and compatible with the NCTS Phase 5 standards.
  • Process Readiness: Review and adjust your internal procedures to align with the new requirements.

Box 2: Consignor/Exporter

What’s new?
The consignor’s/exporter’s EORI number is now mandatory. 
How to complete:
Name and Address: Provide the full name and address of the consignor/exporter.

Box 8: Consignee

What’s new?
The consignee’s EORI number is mandatory for all parties within the EU.
How to complete:
Name and Address: Details of the goods’ recipient.

Box 31: Description of Goods

What’s new?
A more detailed description of goods is required.
How to complete:
Description: Provide a clear, standardized description of the goods that links with the usual trade name so that a HS code classification is possible.

Packaging Codes: Use codes from the official list.


Box 33: Commodity Code
What’s new?
The use of a detailed HS code is now mandatory.
How to complete:
HS Code: Provide a code of minimum 6 digits.
Example: 620520 (Men's or boys' shirts of Coton)
